Beautification in Limbo: A Project Unlikely to Be Implemented.

It seems that this year it will not be possible to implement the beautification project for the area between Poshtova, University, and Zankovetska streets in Chernivtsi. The city’s mayor, Roman Klichuk, noted at a press conference: the winner of the architectural competition will be selected by December, and everything further will depend on the budget. The plan for a beautiful environment is an important initiative: it’s the city center, transitions between streets, prospects for walking routes. But it’s already clear now: the budget is insufficient. The Verkhovna Rada has not yet approved the estimate, and the budget includes the idea of withdrawing 4% of personal income tax from local communities. The city council even voted against it to avoid depriving the local budget of resources. The mayor emphasized that from December it will become clear what the situation will be in 2026 — and whether it’s worth counting on the project’s implementation. When the authorities cannot guarantee stable funding and when centers of initiative remain hostages to the budget, dreams of a beautiful environment remain just dreams. Where management is more responsible, where the budget is strictly controlled and promises are backed by actions, such projects are implemented — and not postponed “for years.”
